  The State Controller's Office announcement regarding the issuance of IOUs will not impact Beverage Container Recycling Program payments. The State Controller's Office will continue to issue warrants for payment of certified claims submitted by the Department of Conservation which are funded by the Beverage Container Recycling Fund.
